In this article, we explore how classical organization theory can contribute to better comprehend the phenomenon "organizational networks." We will demonstrate that this juxtaposition can produce new and interesting insights. First, we argue that an organizational network can be understood as an organization following the classical definition by March and Simon. Second, we assume that organizational networks, as any other form of organizing, need to find solutions to four universal problems as suggested by Puranam and colleagues to be effective: task division, task allocation, reward provision, and information provision. Third, introducing and analyzing an existing organizational network for the management of housing expenses in a Dutch municipality helps us to reflect on how organizational networks in general and this network in particular have found solutions to the four problems of organizing. Finally, we present a number of interesting observations and implications resulting from the confrontation between organizational networks and organization theory and formulate a number of propositions to inspire and guide further research.

Purpose
Policymakers often mandate and regulate the network formation to tackle complex issues of public interest. However, the imposed legal, procedural, and political constraints (i.e. mandated specifications) can affect the structuring and functioning of these networks and thus the sustainability and effectiveness of the collaboration over time. The purpose of this paper is to investigate how mandated specifications affect the formation of public networks.
Design/methodology/approach
Four networks of healthcare providers were selected and studied from the inception of the collaboration until the services' activation, focusing specifically on how mandated specifications (i.e. mandated purpose, mechanisms for access to resources, structure, and timing) affected their processes of formation.
Findings
The cases show that mandated purpose facilitates goal alignment within the networks. The leeway granted to the actors for access and internal distribution of resources enhances the network flexibility, if appropriate monitoring against opportunism is applied. If structuring requirements are too stringent and the actors are forced to respect timing constraints that go against the organic evolution of internal relationships, the network capability to adapt and solve conflicts could be jeopardized.
Originality/value
Based on the findings, the authors formulate four propositions about the impact that mandated specifications have on the process of network formation, which policymakers should be aware of, when deciding to instigate a network.

"Im vorliegenden Beitrag wird die Forschung zu Politiknetzwerken im Rahmen der Governancediskussion seit den 1980er Jahren zunächst einer Bestandsaufnahme und Bewertung unterzogen. Dabei fällt auf, dass sich die Mehrheit der Arbeiten auf der Ebene der Governancetheorien ansiedeln lässt, d.h. Netzwerke werden in Abgrenzung zu Markt und Hierarchie betrachtet. Bisher gibt es kaum Studien, die beispielsweise Effektivität oder Legitimität im Vergleich zwischen unterschiedlichen Netzwerken untersuchen. Unter Einbeziehung der Forschung zu Netzwerken in den Organisationswissenschaften wird danach versucht, Perspektiven für die zukünftige Forschung zu Politiknetzwerken aufzuzeigen, die sich insbesondere auf die Frage der internen Koordination von Politiknetzwerken ('Governance of Networks') richten könnte." "Die Herrschaftsstrukturen des Nationalsozialismus werden in der Forschung als ein mehr oder weniger unkoordiniertes Neben- und Durcheinander, als 'Polykratie' oder gar als 'organisiertes Chaos' charakterisiert. Inwieweit diese Eigenschaften der Herrschaftsstrukturen einen intensivierenden oder abmildernden Einfluss auf die Verfolgung der Juden im deutschen Herrschaftsbereich in Europa hatten, ist unbekannt. Eine Operationalisierung des 'Polykratie'-Konzepts und eine entsprechende Messung von Struktureigenschaften des NS-Herrschaftssystems steht ebenfalls aus. In der vorliegende Abhandlung werden die Strukturen des nationalsozialistischen Herrschafts- und Verfolgungsapparates mit Hilfe des Netzwerkkonzepts als Arbeitsteilung und Machtdifferenzierung operationalisiert und es wird ein exemplarischer Versuch zu deren Messung mit der quantitativen Netzwerkanalyse dargestellt, und zwar am Beispiel der Verfolgung der christlich getauften Juden in den Niederlanden vom Sommer 1942 bis zum Frühjahr 1943. Abschließend werden die Anwendungsmöglichkeiten der Netzwerkanalyse in der Holocaustforschung und die Implikationen der in der vorgestellten Studie gewonnenen Ergebnisse für übergeordnete Fragestellungen der einschlägigen Forschung diskutiert."
